MANILA, Philippines – Television viewers in Metro Manila may avail set-top boxes as early as the third quarter of 2014 as the country shifts from analog to digital TV, National Telecommunications Commission (NTC) director Edgardo Cabarios said on Thursday.
Cabarios said the implementing rules and regulations (IRR) in adopting Japan’s integrated services digital broadcasting terrestrial (ISDB-T) is currently being drafted to begin the transition period.
He said as soon as the IRR is released, set-top boxes will also be made available to the viewing public—prioritizing residents of Metro Manila before catering to nearby provinces.
A set-top box is estimated to cost less than P1,000.
“Magiging available siguro ‘yung mga set-top boxes by the third quarter, kung mai-issue sa first semester ‘yung IRR,” he told dzMM.
He said consultations are ongoing to fast-track the shift to digital.
“Ang ginagawa ngayon ay ang implementing rules para maumpisahan na ‘yung transition. Pinaplancha na ‘yan ngayon at magkakaroon ng technical working group ang commission kasama ang lahat ng stakeholders para mapadali ang pag-promulgate ng implementing rules,” he said, adding that operations may begin by June if the process continues without a hitch.
“Iyan ang tina-target na timeframe para maumpisahan na ang transition kasi kailangang-kailangan natin mag-move sa digital television para ma-experience na ng ating manonood ang kagandahan ng digital television at magamit na rin early warning system,” said Cabarios.
The IRR will contain the specifications of the set-top boxes and a detailed timeline of the transition period.
Cabarios noted that when the US migrated to digital TV, it took almost 10 years. But with newer technology, Cabarios believes the Philippines can make the full transition in 3 to 5 years.
“Ang problema po ay ang laki ng investment na kailangan ng broadcast companies, ‘yun ang isinaalangalang sa pagda-draft ng IRR para ma-determine ang transition period…3 to 5 years ang tinitignan diyan,” he said.
The NTC has already ordered television stations to shift from the current analog to digital terrestrial television (DTT).
The Philippines chose Japan’s system mainly because of its integrated emergency warning broadcast system, which can be useful in typhoons, floods and earthquakes.
